
The Government of Pakistan has launched the PM Electric Bike and Rickshaw Scheme 2025 under the Pakistan Accelerated Vehicle Electrification Program (PAVE). This initiative is part of the New Energy Vehicle Policy 2025–2030. Its purpose is to make electric two and three wheelers affordable for citizens, reduce fuel imports, and lower urban pollution.
In August 2025, the Economic Coordination Committee approved phase one, which includes 40,000 electric motorcycles and 1,000 electric rickshaws or loaders. The overall plan will distribute around 116,000 e bikes and more than 3,000 e rickshaws in two phases. Applications are processed through the official online portal pave.gov.pk.
Benefits of the Scheme
Heavy Subsidies
Beneficiaries receive a large portion of the vehicle cost covered by the government. For instance, e bikes come with a Rs 50,000 grant and a Rs 200,000 interest free loan. E rickshaws are supported with Rs 200,000 in grants plus an interest free loan of about Rs 180,000.
Easy Installments
With the subsidy and loan structure, monthly payments are very low. An e bike installment can be as low as Rs 2,900, while an e rickshaw may cost around Rs 8,800 per month.
Savings on Fuel and Maintenance
Electric vehicles cost much less to run compared to petrol bikes. Charging expenses are minimal and routine maintenance is reduced due to simpler parts. Fuel savings alone can cover the extra cost of an electric bike within two years.
Cleaner Environment
The policy targets 30 percent of all new vehicle sales to be electric by 2030. This shift will cut millions of tonnes of CO₂ and save billions in health related costs by reducing air pollution.
Reserved Quotas
Twenty five percent of vehicles are set aside for women. Other groups with priority include students, low income workers, rural households, people with disabilities, and overseas Pakistanis.
Boost to Industry and Jobs
The scheme also promotes local manufacturing. Since over 90 percent of motorcycle parts are already produced in Pakistan, the transition supports new jobs in assembly, batteries, charging stations, and repair services.
Vehicle Categories and Specifications
- Electric Motorcycles and Scooters: Two wheelers similar to 100–125 cc petrol bikes. Most have lithium batteries in the 48–72V range with a range of 80–120 km per charge. Features often include LED lights, digital speedometers, and disc brakes.
- Electric Rickshaws: Three wheelers designed for passengers with ranges from 100 to 200 km depending on battery size. Speeds average 50–60 km per hour.
- Electric Loaders: Cargo variants suitable for small businesses, offering ranges near 100 km and carrying several hundred kilograms.
How to Apply
Applications are submitted online only through pave.gov.pk.
- Create Account: Register with your CNIC, mobile number, and email. Confirm through OTP verification.
- Login: Enter CNIC or email with your password.
- Submit Application: Choose the vehicle category and upload required documents such as CNIC, domicile or utility bill, recent photograph, and supporting quota documents if applicable.
- Processing Fee: Pay the Rs 1,048 non refundable application fee through approved banks or mobile apps.
- Wait for Balloting: After the deadline, a computerized draw will select the beneficiaries. Results are shared by SMS and email.
- Vehicle Collection: Selected applicants complete formalities and receive their vehicle from designated dealers.
