The Honhar Scholarship Program (Phase 3) was launched in August 2025 by Punjab CM Maryam Nawaz Sharif under the Prime Minister’s Youth Programme. It is one of Pakistan’s largest merit-based undergraduate scholarship schemes, offering full tuition fee coverage for bachelor’s programs across 68+ disciplines.
Over 80,000 students have already been awarded scholarships in earlier phases, with 50,000 students funded and 30,000 more included in Phase 3. The initiative is managed by the Punjab Higher Education Department (HED) and aims to eliminate financial barriers for deserving students.

Eligibility Criteria
Applicants must meet the following conditions:
- Education Level: Enrolled in a 4-5 year undergraduate program at an eligible institution.
- Age Limit: Not older than 22 years at the time of closing date.
- Nationality/Domicile: Open to students from Punjab and all other provinces/territories admitted on merit in eligible universities.
- Academic Performance:
- 80%+ for medical colleges
- 75%+ for science and technology programs
- 70%+ for arts and social sciences
- HEC-affiliated colleges: 65% (science), 60% (arts)
- Income Limit: Family income must not exceed Rs. 300,000 per month.
- Documents: CNIC/B-Form, domicile, academic transcripts, income affidavit, and admission/enrollment proof.

- Register using CNIC/B-Form, institution name, email, and password.
- Login and fill the application form with personal, academic, and income details.
- Upload required documents (CNIC, domicile, transcripts, income affidavit).
- Review and submit the form.
- Save the confirmation receipt for record.
No entry test or interview is required. Selection is purely merit-based.
Selection and Merit List
- Applications are screened after the deadline.
- Eligible students are ranked by academic scores.
- A merit list is published on the Honhar portal.
- Selected students are asked to provide original documents for verification.
- Scholarships are disbursed directly to universities as tuition payments.
